The last step is to export the buttons in HTML with
the necessary Javascript intact. I broke my header into two parts.
I exported the xaraX header as a .jpg image. I then selected my
buttons and clicked the 'Export' button on the top bar. I know
get an 'Export' window that allows me to optimize my graphics.
When I click 'Export' xaraX creates all the necessary images and
coding.

I click OK and then preview my buttons. Excellent.
I can then import the header image and buttons into any html document.

xara has many other features worth mentioning. It supports pressure sensitive
tablets, it integrates with Dreamweaver, exports static Shockwave files,
includes powerful blending capabilities, has new transparency options and
many more. Most of these you can read about at the xara Web site where a
30 day demo version is available for download. I highly recommend you try
out this versatile and relatively inexpensive graphics program.
